YES, But most states require that you be 18 years old (minimum) and they will require a state issued Photo I.D. or Drivers License as proof of age and I.D. before they will sell it to you.....Is it legal to purchase black powder without a gun license?

The Yankee Government in all its wisdom has declared that any gun using non-fixed ammunition, i.e. cap-and-ball or flintlocks, are not firearms. There is, or at least was, no Federal restriction on purchase or ownership of muzzle-loading guns.





HOWEVER, some states have taken it upon themselves to place restrictions on ownership and purchase of muzzle-loading weapons. You need to check with your state's Attorney General's Office, and request a written opinion.
