YES...New York is of course the exception. You need to be 18 years of age to legally purchase one .No ';license'; required.
I just got one by UPS the other day and I have another coming in a couple of days. They are not regulated and are freely shipped to any of the 50 states. But there are concentration camps such as Washington DC and California that do not allow the inmates to have anything that looks like a gun.
