To your original question no. Your of age to own all the long arms and probably the handguns. But yet again like many people who ask these sort of questions you do not give the state. For the most part you only have to be 18 to own handguns and be able to have ownership transfered to you via private party. Some states require you to be 21 to own a handgun. But some do make an exception if it is via family member. Being a black powder weapon is irrelevant. If it was made in the 20th century it still counts as a handgun. How old is this blackpowder revolver? If it was made before 1898 (I think thats the year) than it is not considred by federal law a gun. See the federal law is weird when it comes to age. Basically you cannot buy a handgun from a dealer if your under 21 but you can still posess and own one. It's the state that usually puts in the extra restriction.

If you are 18, and it still depends on your state law (different restrictions, say California, for example), you can buy one. Cap and ball revolvers do not fall under NFA guidelines/restriction, therefore they are exempt. Admittedly, you cannot carry one if you do not possess a CCW, but you can purchase one without waiting periods, paperwork, typical legal B.S. At least you can in CT anyways... I did. if it s made prior to 1898 or a replica of a gun made prior to 1898 you can be of any age to buy it. you will need to be 18 to buy the black powder (any age if you buy the separate components and make it yourself) and 18 to buy the percussion caps.
if its made after 1898 or based on a design after 1898 then you'll need to be 21 like any other modern handgun.
You can make your own black powder by mixing sulphur, charcoal and KNO3 know as Potassium Nitrate, or in English Stump Remover/Salt Peter. KNO3 mixed with sugar will also make smoke bombs.

To answer the question. You have to be 21 to buy black powder. But you can easily get it at the age of 18 too. A bit harder then waiting 3 years though. Pretty much what the first answer stated is correct.
if it's made before 1898 then you don't need to be any age to buy it but if it's made after the date it's a modern handgun so 21 form a dealer or 18 from a private seller or parents.
