If i will wash the black powder taken inside the dry cell will it not dissolve?

Not exactly sure if this is of any help, but the black solid from inside the drycell is probably manganese dioxide which is insoluble in water. Sometimes carbon is used in batteries, it is also black and won't disolve in water.
