Your friend lost that privilege when he became a felon. He lost a lot of US privileges-such as voting, fishing license, owning a gun, crossing any border-etc. WHY? A felony is considered a serious crime, a person usually does time in the pen for a felony.My friend is a convicted drug felon, but is no longer on parole. I guess it's legal, but it's dangerous as he has a criminal record now. Why does he have black powder. Black powder for a pistol or to make his on shells??
It's not illegal...he's not on parole anymore.. he should not have any conditions he must follow other than the normal we all have to follow and not break the law.
The only way your friend can use any type of gun and not get in any trouble is if he is an illegal immigrant. If he is an American citizen then I would suggest he call the police dept. in your town or city or call the probation dept. You do not have to give your name. If it's against the law for a felon and he gets caught he can be in big trouble and it isn't worth taking the risk. He may even be having a good time at a firing range and next to him maybe a cop who remembers him. Not worth the chance until you know the law.
Things like this can depend on what state he lives in. It also depends on whether it was a state or federal bust.
It also may depend on why he has the black powder. If he's in a re enactment group, that might be okay. If he's making his own shells, that might not. I don't know. I'd call the local police (non emergency numbers are listed in the phone book or online)or parole officers and ask them. That's the only way to know for sure.
