Why won't my black powder stick together?

It seems as though my black powder only ';bonds'; nicely half of the time. in my latest, i used enough water to make it wet and then rolled it into a ball for it to dry so that it could be sieved, yet now with it dry, it just crumbles. Previously, for another batch i had added WAY too much water and it turned into a very gelatinous mixture, yet when that batch dried, it formed fairly hard grains. Why is this?
