Take the shirt back to Henry's apartment and go into the bathroom, which should now be covered in blood. The blood should do the trick.
It's been a while since I've played this game, and I cannot find anything about the bottle of black powder. There is a Sword of Obedience (a very useful item) near some bottles. Perhaps that is what you are talking about?
