The powder would have to be packed to make a lot of noise. You will always hear the primer explode, but that is just a small pop(less than ablack catt firecracker). You could probably make a pretty good boom by packing the powder and using plenty of wadding, but shooting that could still be dangerous if you hit someone or something with it, especially at close range. Several years ago, I removed all the shot from a 20 gauge shotgun shell, and fired it into the air, and it was maybe a quarter as loud as one with the shot remaining in it. So yes, the pressure does have something to do with it. Even rifle blanks have very tight crimps, instead of just an open end with a paper plug or something like that.

take for instance a revolver, on which a conventional silencer will not work. the reason it won't work? the open cylinder. so even if you silenced the barrel, it would still be loud due to the space between the cylinder and the rest of the weapon. so the noise can't just come from the bullet escaping the barrel, or a conventional silencer would work on a revolver
If you've ever seen a wild west re-enactment or something like that, you'd see that even without the bullet, the explosion of the primer and gunpowder still makes a pretty big boom.
The rapidly expanding gases that are given off when a propellant burns (like black powder) make noise when the pressure wave of the expanding gases speed surpasses the speed of sound (sonic boom).
OK - 'remove' the gun barrel...all you have is a scoop of black powder and a cap. Set off the cap; do you hear the powder burning? yes you do.
Yes, you would hear the primer detonating or the black powder load igniting. The lack of a bullet does not preclude the 'bang.'

Oh yes they make a nice loud sound. And are quite dangerous near the muzzle.
